    Start off by filling out your FAFSA. This will take care of everything the government can give you. Scholarships, there’s no really good way to do it. You’ll have better luck applying for them through your school than online (smaller pool of applicants). Most schools will have one big form where you can check off which scholarships you’re applying for. However, most academic departments will offer scholarships to people with particular majors, so be sure to see what’s available through your program.

    I don’t think there’s any particular method that will make you more likely to win scholarships. The best thing, like you said, is probably applying for everything. But not *everything*, including things that are irrelevant to your future plans. If, for instance, you’re going into biology, it would be a waste of time to apply for art scholarships. And if there are scholarships that require a history of activism or volunteering that you simply haven’t done, then don’t bother.

    I agree with the other poster about applying through your school and having a smaller pool of applicants. If your high school has connections with community groups that offer scholarships, then apply for them. In my high school, there were several scholarships from local groups that applied only to graduates from my school… or were only for my region.

    Scour scholarship books. Find any that you qualify for and apply to them. It’s not like it costs anything to apply. If there are some that require letters of recommendation, let some trusted teachers know long beforehand. If there are scholarships that have vague or similar-sounding essay prompts, don’t be afraid to reuse an essay as long as it’s good. Also, don’t neglect the small scholarships that are only a couple hundred dollars. You’ll be able to use it. Plus it will look good on your resume when you’ve got all sorts of honors and awards.
